Innovation Inside the Detention Center: A Smarter, Safer Way to Do the Work

Major Ryan Grosser has spent his career at the Campbell County Detention Center (CCDC), and he sums up his approach in a single line: "What happens inside the facility matters to everyone outside of it." That conviction is behind one of the most significant operational changes the facility has made in years.

For decades, Kentucky jails ran on paper. Logbooks. Clipboards. Handwritten notes recording every meal served, every medical check, every safety round walked. It was the standard. It was also slow, easy to lose, and hard to verify in real time. That created risk for staff, for the people in CCDC's care, and for the facility itself.

CCDC has replaced that paper trail with a digital inmate documentation system built for the job. Staff now use mobile electronic devices to record check-ins, inmate activity, and safety rounds as they happen. Information is stored securely, and supervisors and administrators can pull up reports the moment they're needed.

"Every person in this facility has constitutional rights, including meals, medical care, and legal access. We have an obligation to document those things accurately. I wanted to fix that," Said Major Grosser

The benefits for Campbell County are straightforward. Records are more accurate. Staff spend less time on paperwork and more time on the floor where they're needed most. And the facility has a clear, timestamped trail of who did what and when. That supports inmate safety, staff accountability, and full compliance with state and federal standards.
